What you should know about HEC's new PhD policy

The Higher Education Commission (HEC) on Wednesday notified a new PhD policy.
According to HEC Chairman Tariq Banuri, one can now apply for a PhD after 16 years of education as now the requirement for MS and MPhil prior to a PhD has been removed. The new policy will be effective from January 1, 2021.
The new policy will not be fully applicable to already enrolled PhD students in universities, however, alumni may benefit from some sections of the policy.
Moreover, for the first time in the history of Pakistan, this policy has removed the requirement for doctoral students to pursue a PhD in their own discipline.
The doors of an MPhil leading to PhD for students are kept closed, however, MS/MPhil degrees can be obtained on the basis of required qualifications.
PhD students are also barred from leaving their home country for at least two years.
According to the notification, the requirement to send PhD dissertations to foreign experts for review will also be removed and pupils will now be allowed to send these for review to Pakistani academicians.

The Higher Education Commission of Pakistan (HEC) has announced its new policy for PhD admissions, under which students can apply for PhD directly after four years of the BS programme.
The 12-page HEC policy document, applicable from January 1, 2021, reads that a BS degree, or equivalent, will be the minimum criteria for Ph.D. admission.
The maximum duration of a Ph.D. degree will be eight years, with the minimum being three years. Similarly, the proposed policy said the previous qualification in the same discipline shall not be required for admission to the Ph.D. program.
According to a new policy, a student pursuing a PhD will have to take up a course load of 48 credit hours.
The policy states that in case of non-implementation or violation, action can be initiated such as “warning to universities, suspension of admissions, suspension or revocation of NOC for admissions, public alert and non-verification of credentials”.

Meanwhile, HEC has not yet issued an official notification on the implementation of the policy.
The Federation of All Pakistan Universities Academic Staff Association (FAPUASA) has expressed reservations on the Higher Education Commission’s (HEC) revised policy of PhD admissions that suggests admission to PhD programme after the undergraduate degree.
President FAPUASA, Central Dr. Sohail Yousaf also rejected HEC revised PhD admission policy.

HEC launches new policy for MS, PhD programmes from fall 2023
Islamabad, Jul 25: The Higher Education Commission (HEC), Pakistan has unveiled its highly anticipated Graduate Education Policy 2023 (GEP-2023). The policy that marks a crucial milestone for higher education institutions in Pakistan can be viewed at: www.hec.gov.pk/site/GEP .It is effective and applicable from the Fall 2023 semester onwards.
Drawing upon the Commission’s extensive two-decade experience and feedback from academia, the new policy has been meticulously crafted to embody the core principles of university autonomy, flexibility, and quality assurance, while also upholding academic freedom, relevance, and originality.
One of the notable features of GEP-2023 is its liberal approach, which allows for intra-disciplinary admissions, enabling students to explore diverse academic fields within their chosen discipline. The policy recognises the value of both local and foreign expertise by introducing external evaluation conducted by indigenous Professors alongside foreign evaluators. This inclusive approach aims to ensure a comprehensive assessment of academic standards.
Furthermore, the policy demonstrates its flexibility by introducing relaxation to the CGPA requirements for admission and offering a more dynamic assessment of the time duration for degree completion. It also streamlines the process for determining faculty relevance, and the requirements for HEC’s NOC (No Objection Certificate) and approval to become a doctoral supervisor. The policy provides clear guidelines and suggests mechanisms to strengthen the implementation of these principles at the institutional level, ensuring consistency and transparency.
GEP-2023 recognises the significance of a rigorous and comprehensive degree obtaining process. It introduces detailed guidelines for conducting comprehensive examinations, writing doctoral dissertations, and interpreting similarity reports. These guidelines are designed to enhance academic standards, foster originality, and maintain the integrity and ethics of research and study within higher education institutions.
A key aspect of the new policy is its emphasis on doctoral research governance. It delineates the roles and responsibilities of supervisors, supervisees, and the departments overseeing advanced studies and research. By doing so, it aims to cultivate a culture of academic integrity and ethics while effectively managing academic grievances that may arise during the research process.
HEC firmly believes that the implementation of this policy will make a significant contribution to enhancing the quality of graduate programmes across the country. However, the successful realisation of these objectives depends upon committed support of the higher education community as a whole.
Overall, the policy is a progressive and forward-looking initiative that prioritises the improvement of graduate education in Pakistan. By promoting autonomy, flexibility, and quality assurance, the policy sets the stage for an enriched learning environment that fosters academic excellence and innovation.

HEC announces new policies for PhD admissions, undergraduate education
ISLAMABAD: The Higher Education Commission of Pakistan (HEC) has announced new policies for PhD admissions and undergraduate education.
The HEC has prescribed standards for launching PhD programs, and universities must obtain the HEC's approval by submitting evidence of compliance with these standards before launching a PhD program.
Under the new policy for PhD admissions, students can apply for PhD directly after four years of the BS programme. The 12-page HEC policy document, applicable from January 1, 2021, reads that a BS degree, or equivalent, will be the minimum criteria for PhD admission.
The maximum duration of a PhD degree will be eight years, with the minimum being three years.
Further, the proposed policy said the previous qualification in the same discipline shall not be required for admission to the PhD program.
According to a new policy, a student pursuing a PhD will have to take up a course load of 48 credit hours.
The policy states that in case of non-implementation or violation, action can be initiated such as "warning to universities, suspension of admissions, suspension or revocation of NOC for admissions, public alert and non-verification of credentials".
The minimum requirement for admission to a PhD program shall be completion of the BS (or equivalent) degree.
To avoid confusion, it is clarified that this and the remaining criteria in this section are only minimum requirements, and universities are free to establish their own admissions framework that may vary by discipline, provided it satisfies the minimum conditions set forth in this section. Keeping in view that doctoral studies are intended to be rigorous and demanding, universities need to ensure that entrants to doctoral programs are capable of handling the academic rigor required to complete a PhD degree.
Further, in admitting students to PhD programs, this policy encourages admissions committees to take a substantive approach to ascertain (a) applicants' commitment (or level of interest) in pursuing the PhD program and (b) their preparedness in terms of previous academic training that will enable them to succeed in the program.
Prior to entry into a PhD program, the student shall have been awarded his or her BS/MS/MPhil or equivalent degrees. For admission in PhD programs, a minimum CGPA of 3.0 (out of 4.0 in the semester system) or First Division (in the annual system) in the most recent degree obtained is required, whether such was degree obtained from Pakistani or foreign universities. The PhD degree shall be awarded by universities after a minimum of three (3) years and not more than eight (8) years after the enrolment of the student; provided that for students who are unable to complete the program within eight (8) years, the university may designate a competent authority to determine whether the delay was caused by circumstances beyond the student's control, and if so, grant an extension in such exceptional circumstances; provided further that in no event shall the PhD degree be awarded more than ten (10) years after the enrolment of the student in the program.
The date of notification of the award of the PhD degree subsequent to the PhD defense shall be considered to be the date of the completion of PhD studies.
The undergraduate education policy provides objectives and policy for education programs leading to the Bachelor of Studies Degree (BS), professional degrees, and the associate degree (AD).
The overall objective of the policy is to enhance the likelihood of student success.
Specific objectives include competency-based learning, balance between breadth and depth, specialisation, applied knowledge, terminal degree.

HEC Opens MS and PhD Scholarships for Top 100 Universities of The World
The Higher Education Commission (HEC) has invited applications from Pakistani and Azad Jammu and Kashmir (AJK) nationals for MS and Ph.D. scholarships to study in Top 100 QS-ranked universities across the world.
The applications have been invited under “Advanced Skills Development through International Scholarship Program” an initiative of the Prime Minister’s Knowledge Economy Task Force.
Here are the important details one should know about the HEC’s MS and Ph.D. scholarships.
Fields of Study
The Advanced Skills Development through International Scholarship Program offers scholarships in the following areas:
- Computer Science (CS)
- Artificial Intelligence (AI)
- Data Sciences (DS)
- Software Engineering (SE)
- Information Technology (IT)
Eligibility Criteria
- Applicants must be Pakistani and AJK nationals.
- The maximum age for MS scholarships on the closing date is 35 years while the maximum age for Ph.D. scholarships on the closing is 40 years.
- For MS scholarships, applicants must possess a relevant first-class BS/MSc qualification (16 years education) by the closing date.
- They must have a minimum of 60% marks or CGPA 2.50 out of 4.0 in the final degree for MS scholarships.
- For Ph.D. scholarships, applicants must possess a relevant MS/MPhil qualification (18 years education) by the closing date.
- They must have a minimum of 75% marks or CGPA 3.0 out of 4.0 in the final degree for Ph.D. scholarships.
- Applicants can have a maximum of two second divisions throughout their educational career. However, their last degree must be in the first division.
- Result awaiting applicants and those availing any other scholarship are ineligible to apply.
How to Apply
Applicants are required to apply through the HEC’s Scholarship Portal . Applications sent through any other mode will not be entertained.
They also need to deposit Rs. 500 (non-refundable) as HEC’s Aptitude Test (HAT) fee in Account No. 17427900133401, Habib Bank Limited (HBL), Shalimar Recording Company Branch, Islamabad. Deposits can be made online through all HBL branches across Pakistan.
Applicants are also required to upload the scanned copy of the original bank receipt along with their application on the HEC’s Scholarship Portal.
It is also advised that applicants provide all supporting documents in the required format. Otherwise, their applications will be rejected.
The last date to apply for the Advanced Skills Development through International Scholarship Program through HEC Scholarship Portal is 25 October 2021.
Applicants are advised to regularly check their emails and HEC’s official website for any updates regarding the scholarships.

HEC Overseas Scholarships for PhD & MS/M.Phil (Phase-III, Batch-3)
Higher Education Commission (HEC) has invited applications for HEC Overseas Scholarships from outstanding Pakistani/AJK nationals for the award of PhD and MS/Mphil scholarships. HEC Overseas Scholarships for PhD are being offered in selected fields, whereas MS/Mphil scholarships are being offered in Engineering Technology.
Scholarships will be awarded for Spring-Fall(2022) session in HEC identified top-ranked foreign universities of advanced countries. Application Deadline is May 30, 2021 .
Eligibility Criteria for HEC Overseas Scholarships for PhD & MS/M.Phil (Phase-III, Batch-3)
- e a Pakistani/AJK national
- For PhD scholarships, candidates must have a minimum qualification of MS/MPhil/ME or equivalent (18 years) before the closing date ( May 30,2021)
- For MS/M. Phil scholarships in Engineering Technology, Candidates must have a minimum of sixteen years of education and should be Registered with National Technology Council (NTC), Pakistan. ( http://www.ntc-hec.org.pk/ )
- Maximum one-second division throughout the academic career prior to the final degree.
- Candidates must have a minimum CGPA 3.0 out of 4.0 in semester system or first division (in the annual system) in MS/MPhil/ME/Equivalent degree.
- 40 years for full-time regular Faculty Members of Public Sector Universities/Colleges and employees of the Public Sector R & D organizations registered with Pakistan Council for Science & Technology (PCST)
- 35 years for all others
- Must have minimum 70% marks in a valid HEC Aptitude Test (HAT). HEC will consider best HAT score of the last two years for short-listing purpose.
- Must not be availing any other scholarship:
Important Note: The Applicants provisionally or finally selected in any of the HEC scholarships scheme in the past are required to obtain NO Objection Certificate (NOC) from relevant HEC-Scholarship Section before submission of their application.
1) Copy of this NOC must be emailed at [email protected] before closing date of application submission i.e May 30, 2021.
2) Application submitted by any such candidate without obtaining NOC may be rejected at any stage of selection/award process”
HEC-Aptitude Test :
Education Testing Council (ETC) Pakistan will conduct HEC Aptitude Test (HAT) on JUNE-2021 (tentatively). For more information, keep in touch with the registered email/ HEC Overseas Phase-3 website Last Date of Receipt of Applications: Applicants must be submitted online via HEC e-portal (eportal.hec.gov.pk) by, SUNDAY , May 30 , 2021 .
Please do not send a printed copy of the online application form. Only shortlisted applicants will be advised to provide a signed printed copy of the online application form along with necessary documents Bank Deposit Slip: Original online deposit slip OR ATM transfer slip of Rs 300/- (non–refundable) as application processing fee in favor of DG Finance, Fee can be deposited in Account Number 1742-79001334-01 , Habib Bank Limited, Shalimar Recording Company Branch, Islamabad Pakistan through any bank. HEC must be uploaded on HEC e-portal (Online Application Form for Overseas Scholarships Program).

- Applicants are required to submit an online application via HEC e-portal (eportal.hec.gov.pk).
- Original online deposit slip OR ATM transfer slip of Rs 300/- (non–refundable) as application processing fee in favour of DG Finance, HEC must be uploaded on HEC e-portal. Fee can be deposited in Account Number 1742-79001334-01 , Habib Bank Limited, Shalimar Recording Company Branch, Islamabad Pakistan through any bank.
Scholarships will be awarded under the following two categories:
Category-1: (Attached/Faculty Development): Around 2/3 scholarships will be awarded under this category for the development of future faculty of Pakistani University. Candidates interested under this category are required to opt identified Pakistani universities of their choice for job interview/placement in the online application form. Shortlisted candidates will have to pass the employment selection process of Pakistani Universities of their choice for further process toward the award of scholarship. On return after successful completion of Ph.D. applicant has to serve in the same University for a period of 5(five) consecutive years.
Category-2: (Unattached/Open Merit): Around 1/3 scholarships will be awarded under this category for the development of human resources in the national priority areas. These applicants will have to serve either in parent organization or other organization preferably in any University/R&D organization of Pakistan, for a period of 5(five) consecutive years.
Important Note:
- Scholarships will be awarded on the basis of Government Approved provincial quota.
- Merit will be drawn on the basis of valid HEC Aptitude test scores separately for both categories.
- Candidates are required to opt for foreign countries/universities of their choice in the online application form. HEC reserves the right to re-allocate any Country/University to the candidate. Only shortlisted candidates will be called for interviews and the admission process.
- Candidates are required to make sure that their field of the subject is being offered in their choice of Country/University, otherwise, the candidate will not be considered for an interview/scholarship.
- Candidates are required to fulfill the requirement of the Host University to secure admission which may include International GRE, TOFEL, etc. Candidates are advised to appear in these tests before the interview/admission.
- Applicants are required to fill in the information through an online application process. The merit list will be prepared on the basis of online data/information provided by the applicant. In case any information is found to be misrepresented at any stage; the application process will be terminated.
- Awardees will have to execute a bond with HEC/Respective Pakistani University to serve for a period of five years immediately after completing PhD study. Request for change of University for the purpose of service bond will not be entertained at any stage.
- The Applicants provisionally or finally selected in any of the HEC scholarship schemes in the past are required to obtain a NO Objection Certificate (NOC) from the relevant HEC-Scholarship Section before submission of their application. Copy of this NOC must be emailed at [email protected] before the closing date of application submission i.e May 30, 2021. Application submitted by any such candidate without obtaining NOC may be rejected at any stage of selection/award process”

Question: Is GAT-General test conducted by NTS applicable for these scholarships?
Answer: No, GAT-General Test Conducted by NTS is not applicable for these scholarships.
Question: Which test is applicable for award of these scholarships?
Only HAT organized by Education Testing Council is acceptable test for the award of these scholarships. Education Testing Council (ETC) arranges HAT test for eligible applicants for different scholarship schemes of HEC. ETC will arrange HAT test in June, 2021 (Tentatively). Validity of HAT test is 2 years, so, previous 2 years best HAT score will be considered for shortlisting.
Question: Am I eligible to apply?
Answer: Please read the following eligibility criteria carefully and if you meet the criteria then you are eligible to apply:
- Be a Pakistani/AJK national
- For PhD scholarships, candidates must have a minimum qualification of MS/MPhil/ME or equivalent (18 years) before the closing date.
- For MS/M. Phil scholarships in Engineering Technology, Candidates must have a minimum of sixteen years of education and should be registered with National Technology Council (NTC), Pakistan.
- Maximum age on the closing date:
- Must have minimum 70% marks in a valid HEC Aptitude Test (HAT). HEC will consider best HAT score of the last two years for short-listing purpose.
- Must not be availing any other scholarship

Question: Is this fully funded scholarship?
Answer: This is a fully-funded scholarship that will cover Tuition fees, Maintenance Allowance, Health Insurance, and airfare for a specific period and rate as approved in PC-1/MOUs. However, HEC also has MoUs/DoUs with specific foreign universities that are offering tuition fee waivers to HEC candidates. Only those candidates will be awarded scholarships who will secure tuition fee/Maintenance scholarships from those universities/countries.
Question: Do these scholarships support MS Studies?
Answer: These scholarships are offered in two distinct sorts; a) PhD in selected fields and b) MS/M. Phil in Engineering Technology. Scholarships awarded for PhD will not support MS/M. Phil studies. Only NTC Registered Candidates can submit application form (PEC) Registration is not valid for this Technology Based Scholarships Program.
Question: Are there any MS/M. Phil scholarships?
Answer: Yes, there are exclusive MS/M. Phil Scholarships offered in the field of Engineering Technology. Only NTC Registered candidates are eligible to apply for this scholarships program for MS in Technology based subjects.
Question: What are disciplines/subjects offered for MS/M. Phil scholarships?
Answer: MS/M. Phil Scholarships are offered only in the field of Engineering Technology. No other disciplines and subjects are offered under this scholarship scheme for MS/M. Phil studies
Question: I have foreign Master degree (18 years), can I apply for this scholarship scheme?
Answer: You may apply, however, you have to provide HEC Equivalence Certificate of foreign degree and must be eligible to apply for direct Ph.D. program.
Question: What are “Attached” and “Unattached” categories?
Answer: Category-1: (Attached/Faculty Development): Around 2/3 scholarships will be awarded under this category for the development of existing and future faculty of Pakistani public sector Universities. Candidates interested under this category are required to opt Pakistani universities of their choice for job interview/placement from the list of universities as per their discipline/subject wise demand. Shortlisted candidates will have to pass the employment selection process of Pakistani universities of their choice for further process toward the award of scholarship. Existing Faculty members of participating and other Pakistani universities are required to apply for this scholarship scheme and have to follow rest of the process including HAT.
Category-2: (Unattached/Open): Around 1/3 scholarships will be awarded under this category for the development of human resources in the national priority areas. Question: What disciplines and subjects are offered in Category-1 (attached)?
Category-1 Scholarships will be awarded in specific disciplines/subject areas for each participating university. The institution wise list of disciplines/ subjects is available on HEC Website . The candidate may choose up to three universities. Candidates are required to indicate the Pakistani universities of their choice for job interview and placement in the online application form. HEC reserves the right to re-allocate any university to the candidate. Only short listed candidates will be called for interviews.
Question: What disciplines and subjects are offered in Category-2 (unattached)?
Category-2 scholarships will be awarded in National Priority Areas/Subjects identified by HEC. A list of approved disciplines is available on HEC website
Question: I am regular faculty member of Public University in Pakistan and after PhD want to serve in my university. Under which category do I have to apply?
Answer: If candidate wants to serve in his/her own Public Sector University as a faculty and position is also demanded by university in his/her subject then applicant has to apply and compete under “Attached Category”.
On the other hand, if there is no demand of his/her university then applicant has to apply on “Unattached Category” and if he/she will be selected then he/she has to get study leave and after PhD will have to serve his/her own university for at least 5 years on your previous position.
Besides, if a candidate will be selected by any other opted HEC identified university on “Attached Category” as per their demanded position then he/she has to resign from their current university and have to join the other university before proceeding abroad and after completion of PhD will have to serve in that university for 5 years.
Question: While filling the education section my university department & degree program is not in the drop down box of the system?
Answer: Please consult your university Focal person/ Registrar to register your degree program in Pakistan Qualification Register in HEC so that program may be included in the online portal.
Question: My discipline has been selected automatically in application which is not correct. What should I do?
Answer: Classification of subjects and their disciplines have been incorporated in the Pakistan Qualification Register (PQR) by the degree awarding institutes themselves. You will be required to contact your university authorities or Attestation & Accreditation Division of HEC for any change/updation.
Question: Can I get admission in any university of the world?
Answer: NO, you have to get admission in HEC identified universities with whom HEC has signed MoUs/DoUs and the university must be in top 500 ranking.
Question: I do not have admission letter/supervisor acceptance from HEC identified country/university, Can I apply”
Answer: Yes, you may apply. Admission letter/supervisor acceptance letter is not mandatory at this stage. Only those candidates will be asked to secure admission/supervisor acceptance who will come on merit and at least 1-2 semesters will be given to get admission/Supervisor Acceptance letter.

Question: I was selected under another scholarship of HEC but I did not avail that, so, what should I do?
Answer: Candidates who applied under any other scholarship scheme but either not availed or withdrawn, must ensure to obtain NOC/Permission from the respective Scholarship section before submitting their applications for this scholarship. Such candidates who will not submit their applications with proper NOC, their application for a scholarship will not be entertained and the candidacy will be withdrawn from further scholarship process at any stage.
Question: If I am selected, will I be required to submit the Agreement and other related legal documents, to serve in Pakistan?
Answer: YES.
Question: Is international GRE-General /Subject score acceptable?
Answer: No, International GRE-General/Subject is not acceptable for the award of these scholarships. However, the foreign host university may require for admission purpose
Question: Can public/private sector employees apply without informing their parent department?
Answer: Applicant has to apply through the proper channel, however, an advance copy of the application can be forwarded to HEC.
Question: How can I fill out the online application form?
Answer: Applicants are required to submit online application via HEC e-portal
(eportal.hec.gov.pk). For users who have got their Degree Attested from HEC or already created a common profile at HEC E-portal, please use your existing User ID (CNIC Number) and Password to apply. Applicants who have not created a common profile are required to create a common profile first through the online application process and then need to apply for Overseas Scholarships after following the required procedure. A hard copy of the application form and pre-requisite documents are not required at this stage. Moreover, please make sure to keep the Original deposit slip in your record.
Question: What is last date for the submission of application?
Answer: Applicants must submit an online application form via HEC e-portal (eportal.hec.gov.pk) on or before 30 May 2021. Please do not send a printed copy of the online application form. Only shortlisted applicants will be advised to provide a signed printed copy of the online application form along with necessary documents
Question: Where can I deposit application processing fee?
Answer: Original online deposit slip OR ATM transfer slip of Rs 300/-(Three Hundred Only (non–refundable) as application processing fee in favor of DG Finance, HEC must be uploaded on HEC e-portal. The fee can be deposited in Account Number 1742-79001334-01, Habib Bank Limited, Shalimar Recording Company Branch, Islamabad. Pakistan through any bank. Please make sure to keep the Original deposit slip in your record.
Question: Can I edit or modify my submitted application for the scholarships
program?
Answer: Applicants are advised to check all details of this scholarship scheme before filling/submitting the online application form. Requests for amendment will not be entertained after submission of the online application.

HEC allows direct admission to PhD after BS degree
The Higher Education Commission HEC Islamabad has changed the policy for Ph.D. admissions in public and private universities in the country. Students will be able to seek admission directly to Ph.D. after completing a BS degree. Students will also be able to change their discipline for Ph.D., hence giving them to choose from a wide range of disciplines.
The HEC has empowered universities to admit students pursuing BS Honors degrees directly into the Ph.D. The 12-page HEC policy document will take effect on January 1, 2021. The Ph.D. scholars will be required to stay in the country for a minimum of two years. Scholars will be required to complete Ph.D. degree in a maximum of 8 years. Under the new policy, the university will have to get official approval from the HEC to launch two Ph.D. programs a year. According to the new policy of Ph.D., students with BS Honors degree can do Ph.D. in any subject but for this, the concerned universities will have to formulate their own code.
According to the policy document, universities will have the option to maintain the requirement of M.Phil and MS for admissions in Ph.D.; however, the universities will have to get approval from the Academic Council.
Students seeking admission on the basis of a BS Honors degree will have to study additional subjects. A professor will be authorized to oversee the Ph.D. thesis of a maximum of five scholars. The HEC has set a minimum of three years and a maximum of eight years to complete a Ph.D. degree. However, universities will be allowed two years for a period of more than eight years. The HEC has made it clear that the maximum period for completing a Ph.D. degree is ten years.

Hec overseas scholarship programme for phd.
This page is only for scholarship candidates who have been shortlisted by the HEC under the “Overseas Scholarship Programme for PhD” for Germany only.
If you have already completed 18 years of education, or if you are about to complete 18 years of education (MS/MPhil) till the beginning of next year: You should go for your PhD ( Promotion ) directly. In Germany, most PhD candidates do their PhD research on the basis of an agreement with the supervising professor. Only after they have joined the university, they have to apply to the faculty council for admission as a PhD candidate, which is granted as a rule. But you do not need official admission to a German university – unless you want to do your PhD research in the framework of a structured doctoral programme in a graduate school.
All graduates who want to take their chance of completing a PhD project at a German university should start immediately to make themselves acquainted with PhD research in Germany and start searching for a supervisor or a graduate school. We strongly recommend to start now and to gather as much information as possible. We also recommend to start preparing the planned project, read all available literature and start defining the research question and drafting the research design.
About doing PhD research in Germany
- Please keep in mind that PhD research is individual research within a team of fellow researchers. Do not expect a degree course. You will be considered a research fellow, not a student.
- Professors are looking for somebody who fits into their research team and for nobody and nothing else. You have to keep this in mind when looking for a supervisor.
A step by step guidance through the procedure
- Clarify the field in which you want to do your PhD research.
- Search, search and search for institutes and professors working in this field.
- Try to find as much information as possible about the research carried out by every professor who works in your field. Read their publication lists. Try to find some online publication. You often find abstracts of ongoing research projects on the internet. READ!
- Write a first draft of your research proposal considering the research in the institute of the professor you are writing to. (See below guidelines)
- Attach this proposal to an email message written according to the standards explained in the guideline below (How to find a supervisor) . Please make sure that in your email message you connect directly to the research of the professor you are writing to. Remember: General email sent out to many recipients at a time will be deleted. All e-mail that leaves it unclear why you are contacting this specific person, will be deleted, too. Make sure you address persons by name (“Dear Professor [surname]”). Do not claim you have read the professors website if this is not true. If you make any such statements, you should refer to what you have read in detail. (“I read the abstract of your project xx and I found it very interesting, because ….”)
- Tell the professor you are writing to that her/his comments on your draft proposal are very welcome. After receiving his/her feedback and his/her general consent to supervise your PhD research, write the full proposal. (see below guideline)
About the research proposal
Keep in mind that the research proposal is the result of the first part of your research project (literature review, focusing the research question, discussing methodology), and – if well written – it will later become part of your thesis. Thus, the major task is actually not writing the proposal, but doing all the research that is necessary before writing it! This means: You really have to READ and abstract all the relevant recent (!) literature on your topic – not just look for some abstracts on the internet.
Some people consider the research proposal a more formal exercise. This is absolutely wrong! The research proposal requires a lot of work before you even write the first line. Considering all the time you will need for reading and abstracting, count on at least four weeks. You also have to calculate some time for revising your proposal according to the suggestions of your supervisor.

What are the most common reasons for rejecting a proposal / scholarship application for PhD research?
- You are submitting a Research Proposal of somebody else as your own. Important: If your supervisor sends you a ready research proposal, you may submit it (under the name of the supervisor, not under your own name!) In this case you have to add a statement of purpose explaining why you want to carry out the suggested project and why you think you are qualified to do so. This paper again should be very well designed!
- The purpose of the research remains unclear.
- The methodology is not explained in detail.
- Literature considered in the literature review is outdated.
- The detailed time schedule is missing.
