Oregon Nursing Doctorate Degree Programs

Oregon Health and Science University: DNP & PhD in Nursing Program Review Oregon Health and Science University, 3181 SW Sam Jackson Park Road, Portland, OR 97239. Oregon Health and Science University has campuses in Portland and Hillsboro. The public university also includes two hospitals on the campus. Established in 1974, Oregon Health and Science University is the only university in Oregon dedicated to health sciences.

Nearly $200,000 in funding and aid have gone towards tuition funding at the OHSO School of Nursing. About 25 students enroll in the DNP program annually, and choose from a variety of healthcare specialties including Health Systems Leadership, Psychiatric-Mental Health Nurse Practitioner and Nurse Midwifery. Both bachelors and masters prepared nurses are admitted to the DNP program. Admission requirements to the Post-BSN DNP include submitting exam scores for the GRE, proof of a completed statistics prerequisite with a grade of “B” or higher and a 3.0 GPA.

5000 North Willamette Boulevard

A Family Nurse Practitioner specialization is offered in the Doctor of Nursing Practice program at the University of Portland. The university has replaced the MSN NP programs with the DNP. Both BSN and MSN students are admitted to the DNP, though masters prepared nurses should already hold an APRN (Advanced Practice Nursing Certification), which they will maintain throughout the course of the DNP program. A key focus of the doctoral nursing program at the University of Portland is caring for the poor.

To apply to the DNP, students must submit competitive GRE or MAT scores, ideally have a GPA of 3.0 or higher, submit a well-written personal statement and enthusiastic letters of recommendation preferably from practicing nurses.

Selecting a Ph.D. program can be challenging. Each nurse has individual work and family demands, so the school needs to fit into the nurse’s busy life. There are a few considerations nurses should take into account when looking for a Ph.D. program:

• Online Learning vs. Classroom Learning – Selecting an online program vs. an on-campus program is a personal choice. While some prefer the convenience and flexibility of online learning, some enjoy face-to-face, interactive learning, along with peer support. Some programs are 100% online, and some require minimal campus visits (often referred to as "hybrid" programs). Whichever the learning method, nurses should choose the one right for them.
• Accreditation – National accreditation is critical when selecting a Ph.D. program. Proper accreditation ensures the school meets strict quality standards and allows the nurse to pursue future degree options. Also, nursing boards in some states require national (as opposed to local) accreditation for licensure. Students should look for accreditation by the Commission on Collegiate Nursing Education ( CCNE ) or the Accreditation Commission for Education in Nursing ( ACEN ) when researching schools.
• Program History – Some nursing programs, including online programs, are popping up left and right. Students should be cautious and do their research when looking at Ph.D. programs. Schools that have been around a long time tend to be more reputable, and they also likely have enough data (for example, graduation rates) that the student can use to measure the program’s success.
• Program Cost – Cost is a significant factor when deciding to return to school. Most websites are transparent with the tuition cost and associated expenses, so there won't be any surprises. Many schools offer financial aid options as well as the choice to attend part-time. However, students should also prepare for additional expenses such as immunization requirements, technology equipment requirements, supplies, parking fees, and graduation or university fees.
• Residency/Internship Requirements – Studying course material is one part of Ph.D. programs, but nurses must also apply what they’ve learned to real life. Nurses should make sure that whichever program they choose, they are able to meet the practicum requirements. Ensuring they have resources and mentors in the community and surrounding organizations is crucial to the student's success.

As stated earlier, choosing an online program vs. an on-campus depends on the needs of the student. Below are some advantages of both online and on-campus programs:

Online Ph.D. Nursing Program Advantages

• Flexible schedule – Nurses can work around the clock. They may work weekends, holidays, swing shifts, and graveyard shifts. For this reason, a school must be flexible. Online programs allow nurses to study course material when they can as well as learn at their own pace. They can submit assignments and correspond with instructors and peers electronically, not having to wait until the class or the instructor's office hours.
• Tuition and Costs – An advantage of online Ph.D. programs is cost. In some cases, students may select a school that is based outside their state. Schools sometimes don't charge different tuition rates for out-of-state students in their online programs, which is a significant cost-saver and allows more education options. Students are encouraged to research this thoroughly, however.
• Accessibility and Convenience – As stated earlier, online programs are far more flexible than campus programs. At the touch of a button, students can access learning materials, peers, instructors, and online learning modules. They can study in the middle of the night, on holidays, on weekends, or whenever it's convenient. They are not limited to certain hours on certain days. Plus, they don’t need to waste time commuting, parking, and walking to class.
• Fast Completion – Many online programs boast rapid completion. While students need to be wary of schools that advertise this (specific curricula must be completed), some legitimate online programs do allow students to finish faster than traditional, campus programs. This is because students can study at their own pace. If eager to start out in their new role, online learning might be the way to go.

On-Campus Ph.D. in Nursing Program Advantages

While more and more online nursing programs are popping up, some students still prefer traditional campus learning. Some advantages of on-campus education include:

• The ability to interact face-to-face with peers and instructors
• Not having to worry about technology issues
• Not needing to spend extra money on electronic or technological supplies
• Accreditation is usually not a concern

While admission requirements for a Ph.D. in nursing program may vary between schools, prospective students may be required to:

• Hold a current, unencumbered RN/APRN license
• Hold a BSN or MSN from an accredited university (some schools allow admission for BSN nurses)
• Have completed a specific number of clinical hours
• Provide transcripts from all schools attended
• Have a GPA of 3.5 or higher (specific GPA requirements may vary between schools)

Ph.D. in Nursing Course Topics

Since the Ph.D. in nursing is more research and education-focused, the course topics differ from that of a more clinically-focused degree program (such as the DNP). Course topics may include:

Program Length

The didactic/clinical portion of the Ph.D. program can take around 1-3 years to complete depending on if the nurse starts from a BSN or MSN. The first year is reserved for core courses, while the following year and beyond focus on electives specific to the student's goals and the completion of a teaching practicum. Students are also required to complete a dissertation as well; the dissertation period may take another 1-3 years to complete, depending on the student’s area of focus.

While some nurses choose to earn a Ph.D. to fulfill their educational goals, sometimes it is a requirement for certain positions. Examples include:

• Nurse educator or instructor
• Nurse or hospital administrator
• Research facilities
• Government and public health nursing roles

Doctor of Nursing Practice

Please note: the dnp program is placing a one year pause on accepting new applications while the curriculum is revamped to match the aacn essentials ., program highlights: .

• Curriculum designed to develop leaders who are able to expand their impact on the health of society by improving quality of care, patient outcomes, and health policy.
• Prepares graduates as holistic practitioners who understand different healing methodologies and practice collaboratively with those who seek care.
• Courses are conducted using a blended format of in-person immersion weekend sessions and web-based learning modalities.
• One program track: Family Nurse Practitioner (FNP)
• Students admitted to the DNP-FNP program are registered nurses who hold a bachelor of science in nursing or a master's degree in nursing and become primary care practitioners and earn the DNP degree.
• DNP-FNP students enroll in a full-time (3-year) 76 credit program of study.
• Graduates of the DNP-FNP program are eligible to sit for the national FNP certification examination. 
• Approved by the Oregon State Board of Nursing for licensure.

Family Nurse Practitioner ( FNP )

The DNP-FNP program prepares students to become FNPs at the doctoral level. These health care professionals work independently, and collaboratively with other health care professionals, to diagnose and manage acute and chronic health conditions, and promote health and wellness to families and individuals of all ages. 

The University of Portland’s DNP-FNP program meets the state educational requirements for FNP licensure in Oregon, California, Washington, Idaho, Nevada, Hawaii, Georgia, New York, Texas, Utah, Connecticut, Massachusetts, Vermont, Delaware, New Jersey, Pennsylvania, Minnesota, North Dakota, North Carolina, South Carolina, Michigan, Florida, and Montana. The University of Portland has not determined whether the program meets the FNP licensure requirements for other states, but can do so on a case by case basis. The Pacific University College of Health Professions offers bachelor’s, master’s and doctoral programs, as well as advanced graduate study, in a wide range of health professions, all designed to prepare students for careers in healthcare practice and health-related research.

Before you can obtain an APRN certificate in Oregon, you must possess an active, unencumbered RN license:

Oregon Job Statistics

• If you are a graduate of a U.S. registered nursing program, you may apply using the Licensure by Examination form.
• If you are a graduate of a registered nursing program outside of the United States, you must apply using the Licensure by Examination – International Nurse form.
• If you obtained your nursing education outside of the United States and you either currently hold, or you have held, an RN license in another state or jurisdiction, you may  apply using the Licensure by Endorsement – International Nurse form.
• If you currently hold an RN license in another state or jurisdiction, you may apply for Licensure by Endorsement using the Oregon State Board of Nursing’s online services portal .

The following steps detail the process for becoming an APRN in Oregon.

Step 1. Get Your Graduate Degree

NP Education Requirements

To work toward your NP certification in Oregon, you must complete a master’s degree in nursing or a doctorate in nursing from a graduate nursing program accredited by either the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accreditation Commission (NLNAC). If you obtained your education outside the United States, your credentials must be evaluated by the Board to determine if they meet the educational equivalency of a U.S. graduate nursing degree. If you completed your NP education before January 1, 2005, you are exempt from the CCNE or NLNAC affiliation requirement.

The NP program must be specific to the role and the role population focus for which you are seeking certification. In addition, it must include the core requirement of:  physical assessment, pharmacology, pathophysiology, differential diagnosis and clinical management. The Board of Nursing recognizes the following categories for NP educational programs:

• Family Practice
• Nurse Midwife
• Psychiatric/Mental Health
• Women’s Health

If your post-graduate NP program prepared you for a dual role or population focus, you must meet all competencies for the NP role, including at least 500 hours of supervised clinical hours for each role or population focus.

CRNA Education Requirements

To work toward your CRNA certification in Oregon, you must graduate from a nurse anesthesia program that is accredited by the Council on Accreditation of Nurse Anesthesia Educational Programs. In order to meet the practice requirement for CRNA certification, you must meet one of the following criteria:

• Graduated from a nurse anesthesia program with the last two years
• Practiced at least 850 hours as a CRNA within the last two years – practice should include: direct care, teaching, consulting, supervision and research related to your CRNA scope of practice

If you graduated from your anesthesia program on or after January 1, 2001, you are required to hold a master’s degree in anesthesia practice or a related practice approved by the Board.

CNS Education Requirements

To work toward your CNS certification in Oregon, you must hold a graduate degree in nursing or a post-master’s certificate in nursing that demonstrates evidence of CNS theory and clinical concentration. The graduate nursing program accredited by either the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accreditation Commission (NLNAC). If you obtained your education outside the United States, your credentials must be evaluated by the Board to determine if they meet the educational equivalency of a U.S. graduate nursing degree.

To qualify for your CNS certificate in Oregon, you must have graduated from a CNS educational program within the last 5 years or have practiced in your CNS scope of practice for at least 960 hours within the last 5 years.

If you obtained your post-master’s certificate on or after January 1, 2007, you must complete at least 500 hours of clinical practice either within your education program or before you become certified. If you haven’t met the 500 hour requirement, you may also obtain the remaining clinical practice hours through a Board-approved clinical education course that offers supervised clinical practice.

Prescriptive Authority Requirements

You may be eligible for prescriptive authority privileges if you possess a current NP or CNS certificate in Oregon. To be eligible for prescriptive authority as an NP or CNS, you must fulfill one of the following:

• Complete at least 45 contact hours of pharmacology in the two years immediately preceding the application date for prescriptive authority
• Complete a 30-hour discrete pharmacology course that is congruent with your nursing specialty, as well as an additional 15 continuing education hours in pharmacological management that is congruent with the area of clinical specialty in the two years immediately preceding the application date for prescriptive authority
• Complete a clinical nurse specialist or a nurse practitioner program within two years of applying for prescriptive authority, which must include a 45-hour pharmacology course and clinical practicum in pharmacologic management of individuals patients, prior to your graduation

All applicants for prescriptive authority must also complete a clinical education in patient management, which may be satisfied by completing one of the following:

• Completing a directly supervised clinical practicum that totals at least 150 hours in differential diagnosis and applied pharmacological management of patients
• Holding unencumbered prescriptive authority in another state or U.S. jurisdiction and practicing prescriptive authority and patient management for at least 400 hours in the past two years
• Completing accredited, graduate-level  nursing courses that are documented by CE or academic credit – Courses must include physical assessment, an apathophysiology, and clinical management

If you are applying for prescriptive authority and do not meet the above requirements, you must complete a Board-approved pharmacology course that totals at least 45 contact hours.  The pharmacology course must include the following content:

• Prescription writing
• Pharmacokinetic, pharmacodynamic, and pharmacotherapeutic principles
• The use of prescriptive pharmacological agents in the prevent of illness and the restoration and maintenance of health
• Information resources
• Clinical application related to the specific scope of your practice

Controlled Substances

NPs and CNSs are eligible to dispense and prescribe controlled substances, provided they already have current prescriptive authority. If you are an NP or CNS with prescriptive authority and you do not want to become certified with the DEA to dispense and prescribe controlled substances, you must decline DEA certification in writing.

If you plan to prescribe or order controlled substances as an NP or CNS, you must first obtain a DEA number by contacting the Drug Enforcement Agency at 1-888-219-8689.

Step 2. Earn Your National Certification

After you complete your graduate education, you are then eligible to take an exam to become nationally certified in your advanced practice role:

Step 4. Renewing Your License

Oregon uses a biennial birth date renewal system, which means that both your RN and your APRN license will expire on midnight before your birthday on every other year (your license will expire on an odd-numbered year if you were born in an odd-numbered year and it will expire on an even-numbered year if you were born in an even-numbered year).

You can view your license information, including the expiration date, using the OSBN License Verification System .

Continuing Education (CE)

If you are an NP or CNS with prescriptive authority, you are required to complete and document at least 100 contact hours to meet your continuing education requirements, and at least 15 of those hours must include pharmacological content. If you are a new graduate who graduated less than 2 years from your application date, your CE hours will be prorated from the date of your graduation. A CNS without prescriptive authority is required to complete at least 40 hours of continuing education.

At least 50 percent of all continuing education hours must be of the “structured” type, which means that they must be offered at the advanced nursing level and related to your nursing specialty.

You can renew your NP, CRNA, and CNS certification by completing the Advanced Practice Renewal/Reactivation Application or by completing an online renewal through the Oregon State Board of Nursing’s online system .

Renewal fees are as follows:

On-time Renewal Fees:

• RN/CRNA $205
• RN/CNS with prescriptive authority $305
• RN/CNS without prescriptive authority $225
• RN/NP with prescriptive authority $305
• Each additional NP category $50

Late Renewal Fees (within 60 days after expiration date):

• RN/CRNA $229
• RN/CNS with prescriptive authority $329
• RN/CNS without prescriptive authority $249
• RN/NP with prescriptive authority $329
• Each additional NP category $62

Reactivation

If you fail to renew your APRN license within 60 days of its expiration, you must apply for reactivation by completing the Advanced Practice Renewal/Reactivation Application and by providing the Board with your work history for the last 5 years,  providing the Board with license verification of the state where you are currently licensed or the state in which you were last licensed, and by completing a fingerprinting packet (call the Board at 971-673-0685 to receive a fingerprinting packet).

Desantis pledges to invest even more into growing florida's nursing workforce.

The governor says the state has already invested nearly $400 million in two programs created by lawmakers in 2022 to help graduate more nurses from Florida schools.

Gov. Ron DeSantis is pledging more money in the coming fiscal year to help grow Florida’s nursing workforce.

“Because of these investments, enrollment in associate of science and nursing programs at our state colleges has increased by 25 percent," he said.

Additionally, the number of those completing the course increased by 24 percent.

DeSantis says more than 1,800 nursing students recently graduated from the state university system, a record amount.

Florida is expected to face a significant nursing shortage within the next decade. DeSantis hopes investing in these programs might help to reverse that course.

Former Bremerton resident found dead in Oregon, neighbor arrested

An Oregon woman who went missing and is suspected to have been killed by a neighbor last week had Kitsap County ties.

After the body of 32-year-old Melissa Jubane was found last Saturday, police in Beaverton, Oregon, arrested a 27-year-old man who was then charged with murder in Washington County Circuit Court on Monday, according to a statement issued by the Beaverton Police Department. Jubane, who had been living in Beaverton and working as a nurse, went missing on Wednesday, Sept. 4, after her colleagues at Providence St. Vincent Medical Center reported that she did not show up for work, the police said.

Central Kitsap School District confirmed that Melissa Jubane graduated from Olympic High School in 2010, and Kitsap Sun archives indicated that Jubane attended Fairview Middle School previous to that and later graduated from the University of Washington. A spokesman at Naval Hospital Bremerton confirmed that her husband, Bryan Llantero, is a physical therapist and Medical Service Corps officer assigned to NHB and has been stationed there less than a year. Llantero's mother, Imelda Llantero, told Honolulu television station KHON2 that Bryan Llantero, who grew up in Oahu, Hawaii, had been living with Jubane's family in Bremerton while Jubane worked in Oregon.

In addition, Imelda Llantero indicated to KHON2 that Jubane intended to find a job at a hospital in Washington to move back to the area. Bryan Llantero and Melissa Jubane had married the last weekend of August in Hawaii, according to Imelda Llantero's interview and a website for the wedding that showed photos of the couple's ceremony on a beach overlooking the Pacific Ocean. The website has since been password protected.

Jubane's family declined to make public comments at the suspect's court appearance Monday, according to the Oregonian newspaper. A GoFundMe account set up to support the family has raised more than $81,000 as of Wednesday, and said memorial services are yet to be announced.

Response, arrest after woman is reported missing

The case has garnered national media attention since last week, when search parties among friends were initially organized in wake of Jubane's disappearance. Beaverton police initially performed a welfare check on Jubane's apartment on the morning of Sept. 4, which included a search of her apartment. Her phone had apparently been turned off, according to a police statement posted to Facebook, and her car was still at the complex.

Police then said the extensive search led to interest in a neighbor in the apartment complex, Bryce Jonathan Schubert, who was arrested on Saturday. Jubane's body was found the same day. Schubert was arraigned in court on Monday on charges of charges of second-degree murder, first-degree kidnapping and second-degree abuse of a corpse.

Police have not offered further details about the investigation, and the court records remain sealed by order of Washington County Judge Elizabeth Lemoine.

A Beaverton newspaper reported that a vigil for Jubane drew approximately 300 people to a city park on Monday, where participants mourned their friend and co-worker.
