Best Practices 1. State contribution towards cooking cost is more than the minimum mandatory State share (Rs. 1.2 PCPD in Primary and Rs. 1.0 PCPD in Upper Primary) 2. State contribution towards honorarium of cook cum helpers is more than the minimum mandatory State share (Rs. 600 per CCH per month) 3.Social Audit has been conducted in 2 Districts i.e. Mamit and Kolasibby State Institute of Rural Development and Panchayati Raj, Aizawl during 2017-18 . 4. Regional Institute of Paramedical and Nursing Science (RIPANS) run under Ministry of Health & Family Welfare, Govt. of India has been engaged for testing of food samples. 5. Community contributes seasonal fruits, vegetables as a supplement to the meals served to children. 6. Kitchen garden in schools for giving the children more nutritious food.(195 kitchen garden in schools) Ministry of HRD, Govt. of India

Issues • Delay in release of fund from State to schools (More than 2 months) • Less coverage working day (11 day) against to PAB approval. • 34% CCH Honorarium paid in Cash. • 34% Schools having LPG facility only. • 24 Below the norms out comes of 32 Food Sample Tested by Regional Institute of Paramedical and Nursing Science (RIPANS) Aizawl. Innovations etc. • It is proposed that the States and UTs may also be given flexibility to utilize, with prior approval of MHRD, 5% of their Annual Work Plan & Budget for new interventions provided they are not included under any of the Central or State Schemes and there is no overlapping of activities. This is subject to CCEA approval. • Some of the suggested innovation may be in the field of Water filters, kitchen gardens, provision of LPG connections, use of millets etc. These are only illustrative and not exhaustive. • Community participation. • Meetings of District committee headed by Dist.   • The Food norms would be as under
  • Almost all the schools are displaying the menu.
  • Head teachers of the schools in consultation with other teachers, SLMC and SHG members decide the menu on the basis of local palate and seasonal availability.
  • Experts of IIHM, Kolkata have suggested an ideal menu, which has been sent to all schools for guidence.
  • Normally the menu consists of rice, dal, seasonal vegetables etc. Eggs are served once a week.

  • There is direct impact of MDM in the school attendance as observed by MI. The parents and teachers opined the same.
  • Students of the sample primary and upper primary schools expressed their satisfaction about the quality.
  • All the sample schools are in use of iodized salt.
  • Backward community women are involved in cooking serving the MDM.
  • No gender or caste or community discrimination found in cooking/serving and sitting arrangements of the MDM takers in both primary and upper primary level.
  • In most cases buffer stocks are maintained.
  • Areas of concern
  • MDM service on Saturdays is still not regular.
  • Not all cook-cum-helpers are trained.
  • Door step delivery of food grains is not done in the case of certain
  • schools by the MR dealers.
  • Irregular payment of the cook cum helpers.
  • Uneconomic use of fire wood in most of the places for cooking MDM.
  • Solar Energy harnessing equipment is used for heating water which is used for cooking MDM and other purposes in Vidyasagar G.S.F.P. Vidyalaya under Taherpur in Nadia district. State is exploring replication of the model in consultation with the WBREDA and WBGEDC. 100 schools are being covered in the Sunderban Areas.
  • Many schools in different districts grow vegetables in the kitchen gardens of the schools and utilize the vegetables in MDM . This kitchen garden initiative is being taken up in convergence with MGNREGS.
  • In some places the community people, members of concerned Village Education Committees/Managing committee contribute fund to purchase the additional requirement of kitchen devices.
  • All children are served food by making them sit in rows irrespective of caste and creed.
  • System of harvesting rain water is being practiced in some schools.
  • In some schools of Purba Medinipur district the community members often contribute their agricultural produce to this programme.
  • Advance identification of stack of rice in FCI depot.
  • Lifting of rice from the identified stack.
  • Drawal of joint sample of rice at the time of lifting .
  • Safe keeping of sample bags of rice duly signed by QC Officials of
  • FCI and State Govt. at different levels (DM , SDO, BDO and DCF S).
  • Sealed packets of samples of the rice are kept to tackle any problem if
  • cropped up at subsequent stage in regard to quality and quantity of rice.
  • Quality control training is imparted to MDM Officials at the District
  • Strict vigil is kept during lifting of rice at the FCI depot.
  • Attendance in school and coverage under the Scheme is increasing.
  • Gender empowerment by opening employment opportunities for
  • poor rural women.
  • Community people are coming forward gradually and participate in
  • the Mid-Day Meal programme.

  • The coverage of MDM in rural areas is more satisfactory than that of
  • Urban areas.
  • MDM has a direct beneficial impact on flood/drought affected
  • people in some areas of West Bengal.
  • To reach 100 coverage.
  • Space problem specially in Urban areas.
  • Cost of Kitchen devices per school still remains at Rs. 5000/- which
  • is insufficient for schools where MDM takers are high.
  • Community participation is not adequate in all the schools.
  • Insufficient Management Structure.
  • Construction of dining halls in schools.
