Americans’ views of offensive speech aren’t necessarily clear-cut

About six-in-ten U.S. adults (62%) say that “people being too easily offended by things others say” is a major problem in the country today.

In a separate question, 47% say that “people saying things that are very offensive to others” is a major problem, according to a Pew Research Center survey conducted in April.

Pew Research Center conducted this analysis to understand Americans’ views on whether offensive speech – and people being too easily offended by what others say – are major problems for the country. For this analysis, we surveyed 8,709 U.S. adults from April 8 to 14, 2024.

Everyone who took part in this survey is a member of the Center’s American Trends Panel (ATP), an online survey panel that is recruited through national, random sampling of residential addresses. This way nearly all U.S. adults have a chance of selection. The survey is weighted to be representative of the U.S. adult population by gender, race, ethnicity, partisan affiliation, education and other categories. Read more about the ATP’s methodology . There are substantial differences in these views between Republicans and Democrats.

  • Eight-in-ten Republicans and Republican-leaning independents say people being too easily offended by what others say is a major problem. By comparison, 45% of Democrats and Democratic leaners say the same.
  • In contrast, Democrats are more likely than Republicans to say that people saying things that are very offensive is a major problem in the country today. A 59% majority of Democrats say this, compared with 34% of Republicans.

Looking at Americans’ views on these two questions together, about a third (32%) say that people being too easily offended by things others say and people saying very offensive things to others are both major problems.

About as many Americans (30%) say people taking offense too easily is a major problem, but very offensive speech is not. A much smaller share (15%) say that people saying very offensive things is a major problem, but people too easily taking offense isn’t. And another 23% say that neither is a major problem in the country.

Sizable shares within both parties say both issues are major problems – 30% of Republicans and 32% of Democrats say this.

However, half of Republicans, compared with just 12% of Democrats, say people being too easily offended is a major problem, but people saying very offensive things isn’t. Slightly more than half of conservative Republicans (53%) hold this combination of views, along with 44% of moderate and liberal Republicans.

By contrast, about a quarter of Democrats (26%) – and a third of liberal Democrats – say people saying very offensive things is a major problem, but people being too easily offended is not. Just 4% of Republicans hold this combination of views.

Another 29% of Democrats, but just 15% of Republicans, say neither of these is a major problem.

There are also significant demographic differences in attitudes about offensive speech.

Race and ethnicity

While at least half of Americans across racial and ethnic groups say being too easily offended is a major problem in the country, White adults are particularly likely to say this. Nearly two-thirds of White adults (65%) say this is a major problem, as do 59% of Hispanic, 59% of Asian and 50% of Black adults.

No more than about one-in-ten in any of these groups say people getting offended too easily is not a problem in the country today.

Conversely, Black (63%), Asian (58%) and Hispanic (55%) adults are more likely than White adults (42%) to say that people saying very offensive things to others is a major problem.

Men (62%) and women (63%) are about equally likely to say people being too easily offended is a major problem.

But women (54%) are far more likely than men (40%) to say offensive speech is a major problem.

Within political parties, there are some differences by gender, race and ethnicity on these questions.

On whether people being too easily offended is a major problem:

  • Hispanic Republicans (71%) are less likely than White Republicans (83%) to say this is a major problem. (The sample size for Black and Asian Republicans is too small to evaluate these groups individually.)
  • There are no gaps between men and women in either party.

On whether offensive speech is a major problem:

  • Democratic and Republican women are more likely than men in their parties to say offensive speech is a major problem. Among Democrats, 63% of women and 54% of men say this. And in the GOP, 43% of women and 27% of men say the same.
  • While roughly two-thirds of Black (67%), Hispanic (65%) and Asian Democrats (64%) say this is a major issue, a narrower majority of White Democrats (54%) share that view.

The Research and Development Survey (RANDS) is an ongoing series of cross-sectional and longitudinal surveys conducted by the National Center for Health Statistics (NCHS). Cross-sectional surveys are studies that analyze data from many different people at a single point in time. Longitudinal surveys are studies that analyze data from the same group of people over time. NCHS has conducted 8 rounds of RANDS surveys and 3 rounds of RANDS during COVID-19 surveys since RANDS was created in 2015.

NCHS created RANDS to explore the possibility of using survey panels operated by private companies (commercial survey panels) to collect information about the nation's health. Questions on RANDS have been used for comparisons with:

  • The National Health Interview Survey
  • The National Intimate Partner and Sexual Violence Survey
  • The National Survey of Family Growth

RANDS topics

The specific topics in each round of RANDS vary and have covered a wide range of health behaviors and conditions. RANDS surveys have included questions about—

  • Access to and use of health care
  • Chronic conditions
  • Physical activity
  • Psychological distress

RANDS panels

RANDS uses commercial survey panels that recruit large groups of participants for their surveys. A smaller group is then randomly chosen from the large group to participate in a RANDS survey. This is called probability sampling.

Since 2015, NCHS has had contracts with different companies to administer RANDS using their proprietary recruited probability panels. These contractors have included Gallup and NORC at the University of Chicago (NORC).

On several occasions, RANDS has also used a nonprobability sample for research purposes. People in a nonprobability sample are selected using methods that are not random. For example, people in a nonprobability sample may have volunteered for the study or they may have been chosen for specific characteristics.

Question evaluation and methodological research

RANDS surveys also supplement NCHS’s Collaborating Center for Questionnaire Design and Evaluation Research (CCQDER) question evaluation and development studies and methodological research.

Question evaluation

Question evaluation and development studies help researchers design better questions and data users interpret the findings from those questions. RANDS surveys use quantitative methods to evaluate how likely survey questions are to prompt an incorrect answer. These quantitative methods produce results that can be counted or measured.

Methodological research

Methodological research is the study of how research and evaluation are carried out to ensure this work is effective. RANDS methodological research has studied—

  • Close-ended probe questions
  • Split-panel experiments
  • Weighting methods
  • Methods for combining RANDS with other data sources

Close-ended probes

Close-ended probe questions explore thought processes by asking people to choose from a list of options to describe how and why they answered a previous question the way they did. Split-panel experiments involve randomly assigning people to different groups that are then asked different questions.

Probe questions embedded in RANDS surveys can expand on findings from CCQDER cognitive interviews because more people participate in the panel surveys than in cognitive interviews. Cognitive interviewing provides a detailed picture of the meanings and processes respondents use to answer questions.

Intertidal biofilm presence, quantity, nutritional quality, and composition maps derived from AVIRIS-Next Generation 3.7-meter airborne imagery, South San Francisco Bay, California

Microbial biofilm communities are composed of fungi, bacteria, and phytoplankton taxonomic groups (e.g., cyanobacteria, diatoms, and chlorophytes), which inhabit the surface of intertidal mudflats. Such biofilms have critical roles in shorebird diets, mudflat stabilization, primary productivity, and carbon storage. These raster datasets represent the presence, nutritional quality, quantity, pigment characteristics, and likely taxonomic groups of biofilms located on the mudflats of South San Francisco Bay in Spring 2021, during peak shorebird migration. To produce these datasets, we used a multi-scalar remote sensing approach that coupled in-situ data coupled with data from an ASD field spectrometer, a HySpex VNIR/SWIR imaging spectrometer (5 mm), and the AVIRIS-Next Generation (NG) airborne imaging spectrometer (3.7 m). Using a suite of modeling approaches, we used these data to develop and scale algorithms of each parameter to the South Bay using an AVIRIS-NG image collected on April 15, 2021. Maps created using hyperspectral remote sensing data will support managers’ need to visualize shorebird habitat quality and research on drivers of biofilm quality and quantity.
