More than fifty of our technologies in the areas of petroleum refining, natural gas, petrochemicals, and utilization of petroleum products have been commercially deployed.

The Institute’s research, development and deployment activities are carried out through a highly empowered organization structured into ten divisions. Our state-of-the-art multi-disciplinary laboratories, with 350+ permanent staff and 100+ research students, project staff and post-doctoral fellows, delivers excellence in both industrial and scientific research in line with our mandate.  Our research output is published regularly in peer-reviewed, high-impact journals, and cited at impressive rates.

To help society, we have been involved actively in CSIR’s science-based outreach programme, JIGYASA , wherein our facilities and faculty are made available to school students for stimulating their interest in science and technology and inculcating scientific temperament among scholars and nation-builders of the future.  We also participate actively in the CSIR-HARIT (Harnessing Appropriate Rural Interventions and Technologies) programme for technology interventions towards improvement in the quality of life of the vast majority of Indians who live in rural areas.  Through various inter-institutional Memoranda of Understanding (MOUs) and the sophisticated instrumentation access portal AnalytiCSIR, our knowledge base, expertise and high-end facilities are made accessible to other academic institutes and researchers across the country.

Our research is focused towards petroleum, natural gas, alternate fuels and fuel user industry with the aim of addressing their entire spectrum of short-, medium- and long-term challenges, whether it be in fuel production, energy efficiency, operational safety, emission and effluent management or conversion of wastes and low-value streams to chemicals and other useful products. Our mission is to create sustainable and cost-effective technologies in these areas to help the nation remain on the path of continued economic growth.

The ICAR-Indian Institute of Soil and Water Conservation (ICAR-IISWC), (Formerly CSWCRTI) was established on 1st April,1974 with Headquarters at Dehradun by combining Soil and Water Conservation Research, Demonstration and Training Centres which were established in 1950’s at Dehradun, Kota, Bellary, Udhagamandalam, Vasad, Agra and Chandigarh. These centres were initially established by the Govt. of India and transferred to the Indian Council of Agricultural Research (ICAR) on 1st October, 1967. Subsequently two new Research Centres were added to the CSWCRTI, one at Datia in M.P. (18th September, 1986) to tackle soil and water conservation problems of Bundelkhand region and another at Koraput in Orissa (31st January, 1992) to address the problems of shifting cultivation areas.

JOB PURPOSE : The Programme Policy Officer (TPDS) will support the Food, Civil Supplies and Consumer Affair Department in Uttarakhand by providing technical assistance in the areas of use of technology, data collection and analysis, ICT, project management and supply chain management . Key responsibilities include - providing technical and project management inputs on implementation of TPDS reforms and coordination of all activities of WFP in Uttarakhand.

KEY ACCOUNTABILITIES (not all-inclusive) : Under the direct supervision of the Head of the Social Protection and Supply Chain Unit, WFP, India New Delhi and in close coordination with the Commissioner of Food, Civil Supplies and Consumer Affairs (FCS&C) Department, Government of Uttarakhand; the Programme Policy Officer (TPDS) will be responsible to perform the following duties: In close collaboration with the Commissioner, FCS&C Department, responsible to provide inputs on core technical and implementation related aspects regarding TPDS end-to-end computerization and supply chain optimization in consultation and approval from the WFP Head of Social Protection and Supply Chain Unit:

  • Contribute to the development of policies, guidelines, plans and budgets and manage the deployment of systems and solutions aligned with business needs and in accordance with global technical standards to ensure access to food in the state.
  • Monitor and maintain ICT systems, , and networks, ensuring appropriate data security and access controls considering both local and wide area network issues. Create Functional and technical requirements and evaluate proposed technologies and specifications for their appropriateness/efficiency
  • Evaluate existing ICT systems deployed by State Government, recommend and support in enhancements of the systems.
  • Evaluate all technical (Hardware/Software) standards/technologies proposed by PMC/PIU/NIC/External vendors .
  • Review the SRS, Traceability matrix, Design documents, implementation plans etc. submitted by PIU/PMC or external vendors.
  • Assist States/empanelled agencies in creation and review of Software Development Life Cycle (SDLC) and Software Testing Life Cycle (STLC).
  • Creation and evaluation of RFPs, EoIs (Expression of Interest), Master Service Agreement (MSA), Work Orders, LoI (Letter of Intent) etc.
  • Conduct inter-ministerial/stakeholder consultations with D/o IT, NIC, and UIDAI etc.
  • Assist the state government in coordinating the vendor selection process. for each process.
  • Assist the Commissioner, FCS&C Department with monitoring and regular progress reporting to the relevant stakeholders and committees:
  • Provide technical assistance through assessments, data analytics and operation research to identify gaps and create solutions for the improvement in TPDS and supply chain management & ‘One Nation One Ration Card' (ONORC) plan implementation
  • Undertake financial feasibility study, cost and optimisation analysis of government supply chain networks. eWHSUnc DkPXjP

  • Work closely with vendors and system integrators to ensure proper service quality and tomonitor output.
  • Provide a road map for effective roll-out of solutions across State
  • Prepare training material and undertake capacity strengthening of state level PDS stakeholders in applying optimization/ analysis tools effectively and support State Government in implementation of learning Management System developed by WFP & DFPD
  • Provide support to identify & disseminate best practice solutions for furthering reforms in TPDS by improving transparency, grievance redressal & accountability, beneficiary outreach & awareness generation
  • Support the State Government in the preparation of state specific recommendations & strengthening capacity of PDS stakeholders.

In collaboration and under guidance of Social Protection and Supply Chain unit perform the following activities:

  • Follow up with government for allocation of funds.
  • Provide inputs to the CO programme officers for well informed decision making.
  • Monitor implementation progress and communicate issues with CO programme officers.
  • Provide weekly status reports to the CO on the activities undertaken.
  • Prepare and compile relevant data and create detailed technical specifications for all components of the solution/implementation from various stakeholders and share with relevant CO Programme officers for analysis and representation.
  • Prepare overall progress report for the achievements and , milestones achieved in the State.
  • Plan, implement and track o activities as per the signed MoU with the Government of Uttarakhand.
  • Collate and compile best practices from the areas of work.
  • Coordinate missions from CO/HQ. This would include arranging meetings, creating briefing documents, arranging hotels and transportation etc.
  • Any other additional activities as and when required.

Education: : Advanced University Degree in Information Technology, Computer Science, Computer Engineering, Computer Applications, Mathematics, Statistics, Mathematical Statistics, Business Administration or other related filed , or First university degree with additional years of work experience .

Experience: :

  • At least 1 years of progressively responsible professional experience working in the related areas of large-scale technology/e-governance solutions with government or a development agency, in the area of Operations Research, Advanced Data Analytics, MIS design & development etc. for best practice documentation, capacity strengthening & data driven decision making.
  • Experience working with Indian Government bureaucracy is required. Also ability to work independently with minimum supervision, often in fluid and ambiguous situations in government setup will be required.
  • Working experience on TPDS operations will be an asset.. Sound knowledge of project planning and operations management, preferably in the IT transformation or e-governance space.

Languages: : Fluent oral and written communication skills in English and Hindi (Mandatory).

Job Summary:

The Department of Obstetrics and Gynecology is seeking a Clinical Research Manager to join their exceptional team! The Clinical Research Manager supervises the Human Subjects core of the Department of Obstetrics and Gynecology to support the clinical, translational and population health research missions of the department. The CRM will manage clinical coordinators, regulatory specialists and a clinical research supervisor, and set goals and priorities for the core. The CRM will interface with faculty as they develop and conduct research projects and engage in discussions and negotiations with UnityPoint Meriter and School of Medicine and Public Health to develop workflows and structures required to conduct on-going and future human subjects research projects. This position reports directly to the Department Administrator for Research and will serve in a leadership role in the development and administration of clinical research studies, including strategic and operational planning, development, and implementation of policies and systems. This position will be the expert in the planning, executing and closing of clinical research studies for the Department of Ob/Gyn.

Responsibilities:

  • 25% Plans staff implementation of protocols and on-going quality review of one or multiple, basic or moderately complex clinical research trials or programs
  • 25% Analyzes research portfolios and accounts, solicits internal and external research opportunities, promotes unit capabilities, and makes recommendations to leadership for strategic program enhancements
  • 10% Compiles audits and documents research data to ensure necessary compliance with institutional policies and procedures
  • 5% Composes, assembles, and submits grant proposals and protocols according to applicable rules and regulations
  • 10% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
  • 5% Develops and monitors the program budget; and reviews and approves expenditures
  • 10% Builds research infrastructure across clinical environments to improve processes, communication, and efficient clinical research operations.
  • 5% Serves as the point of contact for collaborators outside of the department for potential research collaborations, operational questions, and improvements.
  • 5% Monitors compliance of all clinical trial regulations while maintaining security and privacy.

Required Qualifications: - Minimum two years of experience as a clinical research coordinator. - Minimum two year of experience as a program manager/supervisor & managing teams. - Experience and knowledge in setting up clinical studies and all required components (staffing, regulatory, budget, etc.). - Experience and knowledge of investigator initiated trials, industry sponsored trials (clinical, basic and translational). - Experience in developing workflows/protocols for human subjects recruitment and tissue collection; data collection; study initiation and tracking, annual reports. - Experience with REDCap, ONCORE, any other regulatory programs that can track research/regulatory procedures. - Exposure to budgeting, forecasting, and accounting in healthcare or a research environment. - Exposure to clinical trial agreement development and negotiation process. - Exposure to pre-award or post-award administration related to various extramural sponsors.

Full Time: 100% This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.

The UNOPS Afghanistan Country Office (AFCO) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency.  At present, UNOPS AFCO activities cover a range of sectors including humanitarian, basic human needs, cash for work, infrastructure, development, procurement and HR services.  The functional objective of UNOPS AFCO is to contribute to improving the lives of girls, boys, men and women living in Afghanistan. The aim of UNOPS AFCO is to provide efficient and cost-effective implementation services on behalf of all our partners to support the humanitarian response and development of the country. UNOPS AFCO’s mission is to exceed the expectations of all stakeholders in the delivery of AFCO services, at all times, in all places, in all circumstances, in order to improve the lives of Afghans in need.

Project Information

In this project, UNOPS will act as a “verifying agency” with the aim to scrutinize, verify and resolve the pending claims between the relevant De-facto Authority (DFA) employing ministry or agency and contractors, consultants and suppliers, both international and local, for the works and services completed before 15 August 2021 under the relevant externally financed projects in the country. The assignment includes the verification of different types of contracts including civil works, supply of goods and services by consultancy firms and individual consultants, mainly in the infrastructure sectors across the country.  The verification work will also include verification of certain other project costs incurred before 15 August 2021.

UNOPS will provide the proposed project financier with a comprehensive overview of the state of potential unresolved project-related claims, clarify the amount of pending payments with credible supporting documents, and make recommendations for the amounts to be paid to each contractor, consultant, supplier, or project-affected person.

Key project stakeholders are the financier of the proposed project, working-level staff of Afghanistan De-facto Authority ministries, contractors, consultants, and suppliers (both international and local).

Job-Specific Information

Under the direct supervision of the senior project manager, the deputy project manager is responsible for the day-to-day operations of the project, as well as liaising and communicating with the funding partner, implementing partners, and project beneficiaries. In consultation with the senior project manager, the deputy project manager will also liaise with local and national authorities, including de facto authorities, in line with United Nations guidelines. The project team has expertise in different areas: program and contract management, financial management, legal, engineering, reporting,,, safeguards, field monitoring, data management, and infrastructure.

The Project seeks to recruit a qualified Afghan national for the post of Deputy Project Manager (DPM), which will be based in Kabul and report to the Senior Project Manager. The DPM will supervise a few project team members and will be based inside the UNOCA Compound, with frequent visits to project work sites located in different parts of the country.

Under the direct supervision, guidance and direction of the Senior Project Manager (SPM), the DPM shall:

Develop, complete and update implementation of Project plan(s)  and quarterly plans

Implement the approved plans (including the establishment of milestones) within tolerances set by the Senior Management/Project Board; 

Embed sustainability dimensions, including social and gender inclusion, environmental and economic aspects into the project life span; 

Manage the production of the required outputs, taking responsibility for overall progress and use of resources and initiating corrective action where necessary;

Ensure that the quality of work packages and deliverables complies with the quality requirements defined in the Project Plan;

Liaise with any external suppliers or account managers;

Advise the Senior Project Manager of any possible deviations from the plan and possible corrective actions;

Manage acceptance and delivery of work packages;

Manage the invoicing and progress verification of works, payment certification, procurement, and dealing with government authorities and other stakeholders. 

Monitor project progress, ensuring that work packages are being executed properly.

Control project and work package changes;

Accept works, goods or services delivered by suppliers;

Lead contract management duties, including supplier performance evaluations;

Support the development and implementation of systems for internal control that ensure compliance with contractual terms and conditions in collaboration with the procurement team.

Identify and anticipate potential risks and issues in a timely manner and advise on mitigating measures for the senior management/project board so that maximum benefit to partner(s) and other stakeholders is achieved.

Identify and report to the supervisor potential new business opportunities for UNOPS.

Procedures:

Comply with all organizational policies and specifically the Project Management Manual;

Prepare/adapt all relevant plans for approval by Senior Management/Project Board;

Manage the reporting obligations defined in the Legal Agreement(s) and Project  Plan;

Draft the requirements for procurement processes. Support evaluating submissions received if appointed to the evaluation team;

Effective implementation of corporate directives, guidelines and strategies, and establishment of relevant management targets, as well as monitoring of achievements and results.

Responsible for day-to-day coordination with the contractors and suppliers according to the needs and requirements on site;

Provide support and guidance to the contractor and assist in resolving site problems, as necessary;

Ensure maintenance of the project files, risk management and lessons learned are recorded;

Ensure the development and implementation of project financial management guidelines and control mechanisms in conformity with UNOPS rules and regulations;

Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time;

Understand and manage UNOPS overheads, allocable charges, and related corporate charges as they apply to the project;

Understand the unique structures of the UN and budget appropriately for personnel;

Manage expenditures against the budget (based on accurate financial reports);

For project closure purposes, support the formal handover of the project to the engagement closure manager;

Support project audit activities, including planning, preparation and coordination during the audits and follow-up on audit observations/recommendations;

Conduct and supervise Health & Safety, Social & Environmental (HSSE) issues and concerns, including the application of UNOPS standards for HSSE;

Performs HSSE management and inspections and maintains the required records;

Perform other duties as may be assigned by the SPM.

Monitoring and reporting:

Prepare and issue regular project and/or financial reports in accordance with Partner and UNOPS legal agreement requirements for reporting;

Check contractors’ and suppliers' set out and works, including compliance with contracts specifications and ensure that contractors and suppliers comply with their work plans to complete work with a specified scope of work, time frame, and budget;

Regularly review project status, evaluating performance criteria (scope, cost, schedule and quality)

Maintain diaries and progress reports as required by the organization’s standard procedures;

Provide routine oversight and analysis of delivery data within the one UNOPS Project (OuP - internal system) dashboard system;

Ensure all project team members track and regularly update milestones and targets for the duration of projects' life span.

Review and endorse any design changes that are processed by other parties and recommend them to SPM for implementation. 

Provide technical advice and assistance to contractors to ensure that economical and quality materials are purchased.

Any situation that may require decision-making, which will involve variation and or additional cost, shall be brought to the notice of SPM with details of issues encountered at the site and appropriate recommendations; 

Stakeholder engagement:

Develop stakeholder profiles and facilitate the formulation of stakeholder engagement strategies;

Establish solid working relationships with the Project Board (Executive, Senior Users and Senior Suppliers), client and key stakeholders;

Enable the formulation of project communications plans. Coordinate internal project communications. Monitor the effectiveness of project communications;

Coordinate stakeholder engagement and communication, ensuring effective timing and interdependency management of communications. Ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept handover outputs.

Quality assurance: 

Work with internal stakeholders to ensure the projects comply with audit requirements;

Work with procurement/purchasing staff to ensure effective interface with suppliers' quality systems;

Coordinate quality reviews of project documents and deliverables;

Provide quality control for management outputs (project documents, plans, reports, etc.).

Partnerships and Coordination:

Encourage routine and effective capacity-building activities are conducted in order to build the long-term and sustainable capacity of staff;

Actively interact with other Project Teams (PT) and the wider PT community to share case studies, lessons learned and best practices; 

Contribute to the oversight of lessons learned procedures, ensuring that lessons learnt are shared in a timely and appropriate manner. Participate in the relevant Communities of Practice;

Research and logging of lessons learned throughout the project life span;

Provide feedback to Practice Groups on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies.

Monitoring and Progress Controls

Lead and motivate the project management team;

Ensure that behavioral expectations of team members are established; 

Ensure that performance reviews are conducted fairly, accurately and timely;

Select, recruit and train team as required and take into account gender parity, diversity and inclusion objectives;

Ensure safety and security for all project personnel and comply with UNDSS standards;

Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of authority, harassment, sexual harassment and sexual exploitation and abuse. Ensure accountability for actions and perform duties in accordance with protection mechanisms and action plans, as expected by UNOPS policies, standards and commitments.

a.  Education

Master’s Degree in economics, project management, engineering, international relations or a similar field is Mandatory.

A bachelor’s degree in economics, project management, engineering, international relations, or a similar field with an additional 2 years of relevant work experience may be considered in lieu of the requirement for an advanced university degree.

PRINCE2 Practitioner Certification. Asset.

b. Work Experience 

Minimum 5 years (or less, depending on academic credentials) of relevant, progressive experience in managing infrastructure projects in either public or private sector organizations; mandatory

Proven experience of project implementation in close collaboration with government authorities preferred; 

Previous work experience with the UNOPS or any of the United Nations agencies is preferred; 

Knowledge of UN/UNOPS rules and regulations is an advantage.

c.  Languages

Fluency in oral and written Dari, Pashto, and English is required.
